Call Bets are used during live play in the casino, when you may ask the dealer to place bets for you.
In order to do this, you simply 'call' or 'announce' verbally the bet you require any time before the dealer announces "no more bets" whilst giving them the appropriate chips to cover the bet. The croupier will then repeat the bet you've requested out loud and either place the chips on the layout, racetrack (an oval shaped print of the roulette wheel on the table) or place a button on the chips stating exactly the bet requested.
Neighbour bets relate to sections of the roulette wheel. Neighbour bets cost five times the announced stake and will be placed equally on Straight Up bets on not only the number announced, but the two numbers located either side of it on the roulette wheel.
If you were to announce "twenty-nine and the neighbours by ten", you are asking the croupier to place five bets for you of ten pounds each on number 29 and the two numbers immediately either side of 29 on the roulette wheel 22, 18 and 7, 28. Any number can be played with Neighbour bets.
Maximum bets are those wagered to the table limit and are of varying chip quantities dependant on where the number is situated on the Layout. Some casinos will allow you to place Maximum bets with lower denomination chips, yet in the same formation were you playing with large denomination chips.
Were you to announce "twenty-three to the maximum" on a table where the maximum Straight Up bet was £100, then the total wager would cost you 40 x £100 chips.
The croupier would then break down the bet as follows...

Naturally, the number of chips and where they are placed is dependent on where the number is located on the Layout.
